It suits smaller sites and single-cleaner arrangements, where a full-time lead is not justified. Site size and staff numbers are the main determinants. A single cleaner in a small suite does not need a supervisor on site; they need a clear scope and someone reachable. The threshold sits somewhere around the point at which two or more people attend the same shift.

Complexity matters as well. A straightforward office of the same size can run well on a visiting model. Write which factors apply to your site so bidders can propose a model rather than defaulting to their standard offering.

Ask three things of every bidder. Who supervises this site, how often are they physically present, and what happens when the regular cleaner is absent. The third question is the most revealing, because relief cover is where supervision models are actually tested. A provider with a clear answer has thought about the site; one who describes an ideal that only applies when everything goes to plan has not.

Then ask what supervision costs. Some providers include it, some carry it as a separate line, and some do not price it at all because it does not really happen. Making it explicit lets you compare like with like, and it lets you decide whether to buy more or less of it. A visiting supervisor at a stated frequency is a defined product; general oversight is not.
